These are the guidelines that we issued to proposers during our 2002 round of commissioning.
As in the past, CPHP used a two-stage application process. First, Concept Notes (CNs) were submitted by the proposers to the Programme Manager. Following a formal review, the Programme Manager wrote to the proposers of selected proposals, and invited them to develop their CN into a full proposal (PMF).
In 2002, we introduced certain changes to this process:
- Regional Coordinators were asked to recommend, using transparent criteria, a pre-selection of CNs to the Programme Manager. They sought independent, expert advice from the region to guide their selection;
- CNs and PMFs were submitted to the Programme Manager via the Regional Offices.
